2017年，中國五礦和國際海底管理局簽署了為期15年的多金屬結核勘探合同。作為擁有國際海底區域專屬勘探合同的首個中國企業，中國五礦獲得了東太平洋國際海底區域超過7萬平方公里多金屬結核資源勘探礦區的專屬勘探權和優先開采權。根據勘探合同和中國五礦第二個五年階段勘探工作計劃，中國五礦將于2025年在合同區A-5區塊開展采礦車單體試驗。

根據國際海底管理局和中國政府的管理要求，在國際海底區域合同區開展采礦設備海試前，承包者應完成對應試驗環境影響聲明報告的編制和審查，經中國海洋事務主管部門批準后提交國際海底管理局，并在承包者官網按要求公開征求利益攸關方意見不少于1個月。

目前，中國五礦已完成采礦車單體試驗環境影響聲明報告（見附件），并獲得國內相關主管部門批準，現按相關規定和流程開展利益攸關方協商公告。公告期自2024年4月2日起至2024年5月31日止。若有意見，請反饋至郵箱：cmc_eisconsult@163.com。

An announcement of stakeholder consultation on the environmental impact statement for the collector vehicle test in 2025 in the polymetallic nodule Contract Area of China Minmetals Corporation

In 2017, China Minmetals Corporation (Minmetals) signed a 15-year exploration contract for polymetallic nodule with the International Seabed Authority. In accordance with the exploration contract, Minmetals plans to carry out a test of a collector vehicle in Block A-5 of the contract area in 2025. Following the regulatory requirements of the International Seabed Authority, the contractor should complete an environmental impact statement for this collector vehicle test.

At present, Minmetals has completed the environmental impact statement for this testing of polymetallic nodule collector vehicle (see the Annex at the end of this page, with a Chinese version and an English version), is now conducting the stakeholder consultation announcement in accordance with the relevant regulations and processes.
